The return on the Wall Street bailout needs to be tied to building a national infrastructure that will facilitate energy independence. The return on investment needs to be directed to build the energy bridge and create long-term jobs as a public-private enterprise. It would be much like the projects that built Hoover Dam during tough economic times. Much like the NASA space program. It should be designed to design, test and rollout a modernized distribution system and reengineer the transportation and manufacturing industries to reduce global warming. Calamity is the mother of invention and leads to disruptive innovation. Enough of misguided corporate greed! What we do going forward needs to be an integrated and cohesive plan to restore the global climate and wars over oil. Natural gas seems plentiful. We need to catch the CO2 and other toxins we make and pump it deep into the earths crust. We need to pollute much less in the process. We need to clean the earths waters and work in ways that avoid spilling pollutants or sewage into the water and air. We need to invest in preserving the worlds forests. This all needs to extend globally. Its hard to build nuclear reactors when we won't let other countries do it. Something has to be worked out for all to use it safely. Solar needs to be ramped up even more. Tidal and wind power need to be widely expanded globally. This needs to be introduced in the U.N. as a United Vision for ALL nations to work on as a joint application design with the biggest and brightest leaders internationally acting as project leaders. It could unify the world in a common effort to save ourselves instead of destroying each other for limited resources. THINK BIG. Don't just focus on us and them. THINK WE!! Stephen G. Mlawsky, M.D.

Why is the offshore drilling legislation allowing Big Oil a loophole that the drilling tract leases revert to *ownership* within 5 years, with an end to oil royalties? It takes five years to drill out, prove and build the pipelines and docking infrastructure, so this is a massive giveaway! There is also nothing in the offshore drilling legislation about produced water pollution, Big Oil simply dumps all the heavy metals and radionuclide contaminated oily brine into the ocean! Without oil royalties or dumpage fees for produced water, state and local tax increases will be required to clean tar lumps off the beaches and reimburse the businesses for tourism loss. If you don't believe me, visit Isla Vista (Goleta), California, where offshore platforms coated the beaches with tar, and still do, your feet are black with oil, it gets in your car, your house, the air, you can't swim in the oily ocean, the smell, houses lose property value, businesses close, today Isla Vista looks like somewhere in Chiapas, Mexico. Good job, Congressmen!

I am a retired M.D. with previously existing medical illness. When I went to buy my own medical insurance I was refused as a result. When working for a corporation I could get HMO coverage with a group rate paid by my employer and escaped prior medical problem exclusion as a member of the company plans. Now with the shifts in health reform the proposals are to have people buy their own insurance instead of the employer. Unless exclusions for previously exiting illness are reformed as part of fixing the broken health care system, through governmental regulation of insurance companies, people won't be able to get insurance even if they a given the money to buy their own insurance. The government needs to assure that insurance companies with not refuse them by raising their rates above a floor to exclude them from coverage. Even as a doctor for 30 years I cannot go buy coverage for myself. I should be able to by a congress like health policy.
