Re route the Dollars sent overseas to purchase oil back into our own economy. 3. Remove the financial support we have been giving to oil producing foreign governments that are hostile to the U.S. This can be done through the Pickens Plan and by encouraging all Americans to buy and drive smaller engines. Impose an annual \"impact fee\" on engines starting at 2.2 ltrs displacement and up. Use the \"impact fee\" to replace lost fuel tax for road construction and to research alternate energy sources to wean ourselves off of Hydro Carbons.
